Nowadays with the extensive application of information technology, the demand for information technology industries appears rapidly. The position of software systems is improving rapidly. As a subject, the management and promotion of software quality have grown up to be a widespread concern. For quality management of software projects, Lean Thinking is a relatively new perspective. Because of the elastic characteristics and elastic characteristics of management disciplines, when we apply management theory to practice we must consider factors of national conditions, industry, environment, etc.. Then we practice through exploration and innovation. So this issue is useful to study.In this article, we introduce the application of Lean Thinking in the software quality management. First we research the background of Lean Thinking theory, Software Project Quality Management and Lean Quality Thinking. This is the base of follow-up studies. Then we introduce the background and overview in the CDM project of ATC(Air Traffic Control) system and propose three problem areas of the quality management in this project, including technical class of problems, software delivery issues and quality cultural issues. Then on the basis of these points, we present the general ideas and points about the application of Lean Thinking in solving these issues. And we also identify the relationship between issues which need to be solved and customer value. Next, according to the three aspects of the issues raised, we use a combination of the principles, methods and tools of lean management methods while the "Elimination of Waste" and "Improve" ideas through them. And we do research and practice according to the idea of asking questions, analyzing problems, solving problems and tracking the effect. For technical class of problems among these issues we use iteration, team work act, testing system, Jidoka(Autonomation). For software delivery issues, we optimize in two aspects: requirement management and Work-In-Process management. For quality cultural issues, we apply 5S method and continuous improvement.These studies and practical application show that Lean Thinking can show a significant effect on the quality management of software projects like the CDM project of ATC. Further, in order to ensure that research results more universally applicable, through the practice methods and summarized, we associate the problems to solve, project application practice, theoretical tools of Lean Thinking and quality management concepts. Thereby we establish an initial structure of Lean Thinking Application Model for software project quality management. This model is used as a generic application model of Lean Thinking for quality management in other software projects like this.In particular, the article learns from Lean Thinking and use some innovative practices, including: 1) Referencing the authorized employees and manufacturing cells methods of Lean Thinking, we use a combination of functional Development Group and Functional Case in software projects. This forms the flow of customer value and makes the team manage the software quality collaboratively. 2) Referencing the Total Quality Management and continuous improvement ideas of Lean Thinking, we use the model of "Problem Solving by six-step" to improve continuously in the project. So we can manage the quality in the project process. 3) Referencing the concept of waste elimination, reducing inventory and Kanban tools, we use queuing theory to analyze the "Long Tail Phenomenon" in software project, improve it and track the effect. These innovative practices provide good support to quality management and improvement in the CDM project of ATC. They can be a reference for further projects.
