The Interactive Model Of The Government, The Media And The Public In The Case Of Emergency Crisis

With the increasing level of internet technology, modern society enters into the“risk society”.emergency crisis is represent of “risk” which is mass destruction for social stability,fast spread to a wide range of field. As three actors of the emergency crisis, the government, the media and the public play different roles in different communication environment and political system. They supplement and compete each other, and also,mutually influence so that to a highly dynamic system. However,through internet technological empowerment,the role of the government, the media and the public has been a qualitative transition in emergency crisis. Government makes reconstruction of policy for resolve the crisis and build a harmonious society.The media achieve actively its functional property for the integration of commercial interests and the public interests. The public participates actively the crisis management for safeguard their rights.Based on the definition of the concept of emergency crisis?the traditional media and new media, the article clears research direction,combines historical evolution of relations of the government,the media and the public in the different periods of emergency crisis. Secondly, the article analysis the relationship of their cooperation and conflict based on the basic framework of game theory and the typical cases on the emergency crisis management. Thirdly, from the perspective of technological empowerment, the government has to take advantage of new technology and disclose information timely, as well as supervise crisis scientifically. The media should expose the truth of event so that guide effectively public opinion. The public has to be very calm to face the crisis and make the rational judgment. The last but not least, through public sphere builded by technology which can express the views and suggestions objectively and freely, three of them can maximize their own interests, so as to promote the sustainable development of a harmonious society.
