The Responsibilities Of The Government, Media And The Citizens From The Comunication Crisis

We are living in an age where crisis takes place frequently, especially in the context of economic globalization, society's being complicated and natural environment deterioration, public crisis has been turned into a normal frequency from the abnormal abiogenesis, having definitely become a required challenge.What is crisis? Where is the root of it? How to prevent it? How to control it? How to turn the tide? How to change it into chance? In the context of globalization, the construction of a system within the vision of communication for crisis management is a pressing social need.This paper, based on related academic researches on the management of crisis, starts from the origin of crisis, and proposes concepts and features of crisis, crisis communication and crisis management. Placing the above in the reality of our situation as a developing country, the paper points out that the problem in China's transmission mechanism of crisis is: it is difficult to ensure people's right to know under the control of government; the media has an absent state; the literacy of public media needs to be improved; the development of internet and the level of e-government are in a imbalanced state.The government, media and citizens are three main subjects in the public crisis communication. It is the relevant public crisis information provided by the government and media that the citizens rely on to move. In the meantime, they search for the related information actively, involving in the process of the public crisis communication, by means of various kinds of ways including interpersonal communication. In the process of the public crisis communication, the government is the holder of the information while the major communication bridge liking the government with the citizens is the media. This paper, basing on two epidemics and two earthquakes, refers to the relationship between the government, media and citizens from their angles , which could provide exact information for the later crisis communication , and therefore construct a positive interaction between them .
