An Analysis On The Model Of Information Flow Between Government And Media In Public Emergency

By studying the reports of the newspaper,which about the Songhua river pollution accident and statistically analyzing the samples of newspaper reports, the author of this paper tries to establish a nacet model of information flow between government and media during public emergency period, as well as to enrich and consummate the basic theory of crisis communication.The communication research of public emergency is technically investigated by"inner"and"outer"parts as well as we intend to inosculate this research through building the model of information flow.Besides strictly analyzing relative indexes of report topics, news resources, newspaper categories and development timeline of 324 samples of newspaper reports, this paper firstly divides Songhua river pollution accident into three consecutive parts following the timeline: Explosion at Jilin petrochemical factory, Pollution in Songhua river and Water-supply-failure in Haerbin city. It has been found that local government, superior management, emergency stakeholders, people responsible for emergency and media are the essential ingredients of the model of information flow between government and media. Therefore, a model of information flow, which considers that the information is pushed by the demand of audiences to continually spread among local government, superior management, emergency stakeholders, people responsible for emergency and media, has been built. For that reason, the model of information flow told us during crisis communication: Dealing with different demands from both of government and audience, the public media has to form a transparent"view of media values", control and adjust the flow of information between government and public, and provide information security for building a harmonious society.
