Public Crisis Communication In Government, Media, Public Relations For Study

The public crisis management is a process of ongoing crisis communication. Today, with the rapid development of media industry and media technology, the public crisis communication is becoming the critical factor, which determines if the public crisis management would be successful.Government, mass media and public are the primary factors in the public crisis communication. They depend on each other, interplay and compose a complete symbiosis institutions together. This thesis particularly focuses on the relationship among the government, mass media and pubic in the public crisis management. The purpose of this research is to answer the following three questions: First, what is the present condition of this relationship? Second, where are the problems come from? Third, how to reconstruct the relations? Game theory is the main study frame for this study, and all data in the thesis is based on the crisis report from mass media and the typical case in public crisis communication such as the "SARS" and "9.11".With the analysis of the data and the gaming inside and among the three systems, I have the following conclusion: First, the relationship among the government, mass media and public is a vicious circle and a low level equilibrium; Second, the drawbacks which exist in the consignation-agency relation of central government and local government and the current media managing structure are the root cause of these problems; Third, we should reform the government's managerial structure to reconstruct the relationship from top to bottom, and by this reconstruction we can realize the benign cycle among the government, mass media, public, and make the Pareto Optimality in our society come true. At the same time, this switch is necessary and possible. Public safety and public benefit is the logical beginning and end-result.
