The irrigation district is an important infrastructure for economic and social development in China. However,with the rapid economic development,most of irrigation district in our country has suffered a severe scarcity and deterioration of water resources,such as contradiction in water resources allocation,relative shortage in management,low efficiency of water use,aggravation of water pollution,which restricts the sustainable development of irrigation distric and water resources.Nowadays,the level of informatization has become an important standard to measure the level of modernization of a country. In this context,a variety of comprehensive utilization of advanced computer technology,software engineering,communication and network,system integration,decision support system,helps the acquisition,transmission, storage and processing in the irrigation district,realizing the modernization of information management of water resources becomes a recipe to properly solve the problem of water resources in irrigation district.This system uses the C/S structure.The optimal allocation of water resources management information system of irrigation district,which belongs to the irrigation district water resources management decision support system,is an indispensable part of water resources informatization construction.This paper focuses on analysing and designing modules of forecasting of water demand,analasing water supply,equilibrium analysis of supply and demand of water and evaluation of allocation of water resources,details system architecting and database designing, and eventually uses some irrigation district as an example,introduces the construction of all the main modules,supplemented by graphics and text,put forward the method of black box testing on the system based on the characteristics of the system and the crowd that the system is mainly suits.This system is designed to meet advanced,reliable,scalable needs and the pursuit of long-term development.The realization of the system can make the managers timely and comprehensively understand of irrigation district water resources' business condition,which lead to more scientific and objective optimal allocation of water resources, greatly improve the efficiency of the decision making process,afterwards boosts the modernizationg of information of management of irrigation district.
