Water resource is the necessary base of the human being’s survival and socialdevelopment. In the current problems existing in the process of using water are:(1) atpresent, the shortage of water resources is an important issue in water resourcesmanagement in our country. Clear water shortage region of water type, which isbeneficial to take different measures for different shortage type. So by making thetype on the shortage of water resources evaluation, take effective measures toalleviate the water shortage problem based on the local actual water;(2) according tothe current situation of domestic, the most strict water resources management systemis put forward in2011year. The system is time-efficient management system of waterresources. It can better solve the water problems of today.Water resource scientifically and reasonably, is an effective way to alleviate theproblems of water resources management. Based on the water resources shortage andthe most stringent water management system, make the “water resources managementsystem under the constraint of the three red lines”.Main content as follows:(1) Use the unascertained clustering algorithm to evaluate the situation of watershortage. Taking18cities in Henan Province as example, calculate the cities’ watershortage types. Analysis the results, it show that unascertained clustering can judgethe shortage of water resources perfect.(2) Establish the “multi-objective optimal allocation model of regional waterresources under three red lines” and solve the model using the particle swamoptimization algorithm. The constraints of the model were set up for the total amountof water resources, water use efficiency and water resources pollution constraints andcorresponding to the “three red lines” content. In the course of the study, select theAnyang city of Henan Province as the research object. Based on the type of watershortage in Anyang City, take2011year as the present level of year. By solving themodel, obtains2015and2030year as the planning level years under the p=50%guarantee water distribution condition rate. Finally, the configuration resultsrespectively from the water, the water shortage and the target value three aspects of analysis. The model is applied to the area of reasonable, effective and feasible. It canprovide a theoretical support to implement the most strict water resourcesmanagement system and water resources of sustainable utilization.
