Water is the material basis of the human survival and is also an important guarantee of social sustainable development. With the rapid increase of the population and the development of the society economy, the contradictions of water resource are increasingly outstanding. How to make a fully effective usage of limited water resource is a problem to be solved now. For China as a whole, agricultural water accounts for almost80%, the irrigation water is the main body of agricultural water. Large irrigation areas are the basic guarantee of the sustainable development of agriculture in our country and also are the support of the regional economic development and ecological environment protection. In recent years, because of the extension of forming a complete set and the water-saving reconstruction project implementation, water resource utility efficiency in irrigation was obviously improved, but this didn’t completely change the status that water resource utility efficiency in irrigation areas is still low, Nothing but apply modern technology into scientific and effective management of water resource, can thoroughly realize the sustainable utilization of water resource. The traditional manual operation method has a big workload, and water resource information couldn’t be shared, that resulted in inefficient water resource information management in irrigation areas, but these problems could be solved by establish a water resource information management system. Through the analysis of research status of management system at home and abroad, decided to use GIS as a platform to establish a water resource information management, which will improve the modernization level in irrigation areas, and give support to efficient water resource utility efficiency in irrigation areas.Having established a management information system of water resource based on GIS and digitalized,systematized and visualized the basic information system in irrigation districts in combination with the practical situation, the quality and availability of information was improved, and managers got more information, and achieved efficient use of irrigation area water resources and alleviated the contradiction between supply and demand of water resources in irrigation areas, and provided a highly efficient,visual management system for administrative department.Based on Visual Basic6.0language,Matlab and Map Objects component as the main development tools, developed GIS secondly, and based on the analysis of the management information system of water resources,geographic information system and management information system of water resources in irrigation districts based on GIS, researched and discussed the basic theory and methods of the research contents and the research methods in this paper, and also designed the system structure and database, and elaborated the principles methods of the prediction and forecast and reasonable allocation of water resources. Through the establishment of the system users can not only query manage statistics and analyze the irrigation areas water resources information, but also can forecast the future drought years effect to crop water requirement and irrigation water requirement and climate change, the irrigation date and irrigation quantity contact with the fact of the irrigation areas, at last through establish a model to achieve a rational allocation of the water resources in irrigation areas. Based on user permissions settings, system allowed users who have rights of administrators to update the information of system database in time through the information in irrigation districts, which provide the basis for users to get a comprehensive grasp timely of the water resources information at each stage in irrigation areas.People’s ShengLiQu irrigation area was taken as an example in this paper. It showed that the design of this system and the establishment of the model was practical and feasible, and was helpful to the water management in irrigation districts.
