Water resource is rather shortage in China,with the rapid developing of social economics and the continuous improvement of the level of urbanization,the demand for water will increase continuously,the conflict between the provision and the demand for the water resource will become more and more serious.Every year the agricultural water consumption occupies about 72%in national total water consumption,and 90%use in the field irrigation, therefore,making the reasonable water resources dispatch plan is the important guarantee for carrying out water-saving irrigation and walking on the path of sustainable development. Taking the large-scale irrigation area of our country planning water use for management and water allocation making in canal system as the research objects,this thesis deeply analyzes its domestic and foreign applications and the research present situation of irrigation water use management system,and points out some defect of it,and puts forward the overall frame idea to the irrigation area water resources dispatch management information system and proposes a holistic and universal model of this system so that let the works of planning of water use compilation and implementation become scientific,information and automation.The main contents of this thesis as follows:(1) using of management information systems and software engineering thinking,this thesis analyses system requirements from the user requirement analysis,functional requirements,data requirements,performance requirements and business requirement for the five aspects.(2) Using UML,the requirement analysis was modeled,and the use case model,the static model,the dynamic model were established too.(3) Carrying on the overall design and building physical construction and the logical organization of system,while,the system's sub-functional module was divided,finally,the system framework was established (4) Based on the system framework which establishes,each functional module of system was designed detail,and database was designed too.(5) The functions of the user management,data management,planning of water use, water distribution,water use summation and report output were realized,that laid a good technology foundation for future system upgrades and popularization.
