China has an uneven distribution of water resources, water resources areabundant, but the per capita water resources shortage is serious in the country, Tianjinis one of the cities in China whose water shortage is very serious. With the rapiddevelopment of China’s urbanization, the demand of water in cities is increasing, thewater problem in the city has become the main restriction of the development of thecity. In order to ease the tense situation of city water shortage, we should take bothopening up the source and regulating the flow into consideration and insist on theprinciple of comprehensive utilization, we can combine multi water sources includingsurface water, groundwater, recycled water, desalinated water, rainwater, river waterand so on. By the method of the water allocation and scheduling, the problem of waterresources can be solved efficiently, and the development of the city society oreconomy can also be assured.The development of Tianjin’s new Binhai district has been promoted as anational strategy. The problems of water resources restrict the rapid development ofBinhai New area as well. According to the Binhai New Area’s water requirement,domestic water or ecological water or other kind of water can be supplied by using thedifferent quality water supplying system, for the purpose of high quality best use.Through comprehensive utilization of various water, it not only can improve thesecurity of safety about city water supply, it also can reduce the phenomenon of thehigh quality with low configuration in single water supply, the cost of water makingand the waste of energy, conforming to the environmental protection concept. Theallocation of multi water sources innovates the water supply mode and provides waterservice by dividing water quality and price in different levels. Through satisfying themarket-oriented and personalized water demand, the investment environment will befurther optimized and the advantages of regional resources will be guaranteed inBinhai New area.
