The Development And Study Of The System Of Water Using Management For The Shijin Irrigation District Based On WebGIS

Large-scale irrigation is the backbone of Chinese agricultural irrigation and the major base of our country's grain, cotton, oil, it has a very important position and role in the agricultural and rural economic development. Since most of the irrigation management institutions established in earlier times, most model of management generally has been lagging behind ,and most of the information was recorded in the paper or excel. Most of large-scale irrigation have large and complex amount of information, while their information was recorded very scattered by the traditional management model.Therefore, the information inquiries and management is very inconvenient in these institutions, the extraction and use of information ,and the making and generation of water management decision had also affected. It's very important of establishing a more efficient platform to these information storage and management.GIS is the common technology to analyze and process massive amounts of geographic data ,it has great advantages in the management of irrigation data, Especially network Geographic Information System (WebGIS) can make the hydrological information to be released timely and quickly, and make the water-using information understanding and using more convenient and efficient by relevant management personnel.This dissertation make a sample of Shijin Irrigation District, which is the largest irrigation district in Hebei Province ,is typical and representative in large-scale irrigations of North China region and even all the country. At the same time, it is also one of the first group of irrigation areas to be listed as a national pilot project of Irrigation informationist. In this paper, we combine the actual needs of irrigation, and refer the advanced experience of GIS management system in domestic and civil areas,and in line with the principle of standards, practicality, integrity and scalability. We designed and developed the information system of water using management for The Shijin Irrigation District based on WebGIS, built the system framework, devide the functional modules, and designed the databases and features in detail.The design and development of this system could be refered and learn for the same type of irrigation. In the research methods and means, the system uses the currently popular object-oriented development methods and WebGIS technology.It can be popularized and applicated with similar studies, and has good prospects for development.
