In 2003, the “national planning on water resources informatization”(called “Jinshui Project” for short) officially released. The document expounded systemically demand, meaning, target and construction principles for water resources information system; and clarified the main content of water resources informatization. For the construction of water resources informatization, its release means both a challenge and an opportunity. However, the core of the infrastructure construction on water resources informatization is to strengthen the development and utilization of water resources information and to construct water resources information acquisition and management system by using the advanced technology(including automatic measurement, automatic control, communication, computer network, global positioning system, geographic information system, remote sensing, database etc.). By now, although the water resources department of local governments had constructed many water resources application system. Due to information sharing difficulties with the lack and fragmentation of basic data, however, which leaded to the information system functions failed to achieve the original design goals. The management platform of water resources geographic information based on SOA, as the core support system of water resources data center, provides an excellent solution to solve this problem.In this work, taking the data center construction of a municipal water resources system as an example, the main problems and reasons about integration and sharing of the current water resources information were analyzed; the construction standard for the data center management system was sketched; the uses of SOA combined with GIS on the data management of water resources were probed; the construction frame of water geographic information management platform based on SOA was suggested; and the data resources were classified and sorted according to the standards and requirements of professional work.The main results of the study as follows:(1) the classification principles of water resources data and the spatial data were determined;(2) the requirement analysis for the management platform of WRGID had been completed, with developing part of the usecase diagram, activity diagram and usecase specification;(3) the architectural analysis and design of the platform had been finished, and(4) the data base had been designed;(5) the functions on the management platform of WRGID had been realized.
