With the development of computer science and technology,water conservancyinformatization has gradually developed,and played an important role in the country,especially in the provinces suffering from the flood and drought.However,the development of water conservancy information is not plain sailing,there is no uniform standards,the resources and other issues in various department can not be shared,which restricted the development of water conservancy information.Therefore,in order to improve the water conservancy information mechanism,we need to have a unified system of water conservancy information,effective management,water management and three command system came into being.Water conservancy management and three command system is based on the Java language,and uses the B/S architecture design and development.In the design and development of water conservancy management and three command system in the process of using the SSH framework and MVC design pattern.The technical architecture of the whole system is divided into three layers: the control layer,the service layer and the physical layer.Control layer is the most close to the user's layer,mainly responsible for interaction with the user,and to provide users with the system interface.The service layer is the core value of the system in the part in the control layer and physical layer,mainly to "Upload" role,can link in data exchange.As long as popular as the physical layer responsible for the operation of the database,the database table crud operations.At the same time,the system uses the method of JDBC to connect to the database,water resources management and three command system using Microsoft SQL Server 2014 database design.The implementation of water conservancy information collection and management system function mainly includes: real-time monitoring,comprehensive information management,business consultation,maintenance and management of three five function and decision support system.Among them,real-time monitoring functions including hydrological information,three rainfall,rainfall,Meteorological Bureau of customs information,video information,project information,satellite images and tropical cyclones.The function of comprehensive information management including project information,defense forces,rain water and rainfall information,customs information and weather information.Three business includes pre flood inspection,flood management,risk statistics,the commanding officers,disaster statistics,material statistics and engineering project.Consultation decision support including three plans and flood forecast.System operation and maintenance management includes user management,role management,role member maintenance,log management,system link management and video management.Integrated information collection and management system of water resources is put into operation,and the result of good feedback is obtained.To a certain extent,the integrated information collection and management system of water conservancy has promoted the level of water information automation,and improved the efficiency of the management of water conservancy data.
