The researches on water resources both in China and abroad are discussed in the thesis, and the multi-objective optimal technology and the genetic algorithm methodology are all discussed in details. Based on these reviews, aimed at the characteristics of the multi-objective large-scale systems,such as the complex objectives and the difficulties to reach the optimal results, the multi-objective genetic algorithm is firstly applied to resolve the water optimal allocation in the Yellow River irrigation district. Then the multi-objective model for allocation of irrigation water management system is established, and the parallel computation methodology and global optimization of genetic algorithm is used for the model.The model is used to get the optimal spatio-temporal water allocation. And the management system is designed and built in the thesis. Combined with the real circumstances, the model and management system are used in Penglou district,the results are reasonable, and the software system is efficient. So the model could give suggestion for the water resource allocation in irrigation district.The main research results of the thesis are as below:(1)the research for optimal allocation of irrigation water resources of multi-layer and multi-water resources and multi-objective is given out, the theory of decomposition-coordination approach for multi-optimal large scale,theory of multi-layer hierarchical control and multi-objective genetic algorithm are all used for the model, and the model is used in real irrigation district.(2)the optimal water allocation model for multi-water sources and multi-objectives is built based on the combination of decomposition-coordination approach and the genetic algorithm methodology. The model can well resolve the water allocation in the irrigation district which has multi-water resources and multi-crops. And the method to get the optimal results is given in details, and the results are reasonable,and can give suggestion for the management institution.(3)the model which is built in the thesis is applied in Penglou Irrigation District, and the corresponding water management system is established also, and the results are satisfying.The results of the research indicate that the model and methods of combining the multi-objectives genetic algorithm with the decomposition-coordination approach for large scale irrigation water resources management are feasible, and it could help management institution to get the optimal allocation suggestion and has some utility value.
