Water, the source of life, is the concern of the origin, existing, evolution of the city, which as a result and carrier of the development of human civilization and technology. With the development of the urbanization process, Water problems such as water resources shortage, water pollution have stood out gradually. So, good management works to save resources have been today’s hot issues in water resource management research. Water resource system is a complex system with large quantities of information, and it is difficult to ensure that the information utilization efficiency, applicatting the traditional labor management. As a consequence, make the water resources management automation, standardization and intelligentization using the modern information technique, database technique and network technique, have important practical and theoretical significance.Relying on the analysis of the development of the water resources management information system at home and abroad, this paper researched and developed the water resources management information system based on Java EE platform, combining with the actual situation in Changzhi City and the spring framework, one of the MVC pattern. The main research contents and results are as follows:(1) The data investigation, data collection, data classification and data analysis have been completed. Specifically, these basic data included water users basic information, water using, discharge and consume information, water abstraction licensing information, payment information of water resources fee, etc. These basic data were the basis of the system including the database, and laid the foundation for database development and system construction.(2) The database of the water resources management information system has been designed and been built based on the SQL Server relational database. This database covered the basic data required for water resources management, such as water user management, water statistics management, water abstraction licensing management and water resources fee management, which met the management work, promoting the process of the management informatization and automatization.(3) On the basis of the database, water resources management information system of Changzhi City has been designed and been developed. The system carried out some basic functions including data add, data delete, data edit, data query, also with analysis modules, such as data statistics, data reports and chart. Besides, the data dictionary module and the system management module, which independent complete of the other fuction modules, have been desighed and been developed. These modules enhanced the edit function of the system basic data (e.g., administrative division, water resources types, etc.), which make the system flexible and extensional.(4) The system architecture based on B/S structure has been researched and been desighed, including data access layer, business logic layer, user interface. This structure simplified the data processing service of clients, and strengthened the system performance. Also, the system security architecture, both network transport security and user access security, has been desighed according to the network security data transfer protocol and filter processor, ensuring the system security. This paper has two major innovations, including:(1) Four ways of information query in system have been desighed and been realized, including quick query, sorted query, complex query and advanced query. Quick query is based on a single condition, supporting fuzzy query; sorted query is on the basis of the existing information, after their ascending or descending; complex query is based on one or more specific conditions; advanced query is according to any combined conditions, supporting fuzzy query, too. Depending on these, the system users can choice the query way with themselves aims, which satisfy the different demands of the different kinds of users.(2) This system covers most management works of the water resources management domanial, including the basic information management of water users, the water statistics information management, water licensing information management, water resource fee information management, etc. It improved the comprehensive ability and efficiency of water resources management greatly, and provided more accurate, material and reliable data for the decision maker.
