In 2009, Chongqing urban planning area launched a pilot, implementing evaluation-implementing evaluation planning as a government behavior. Located in the southeast of chongqing XiuShan border in recent years has developed rapidly, and corresponding also appeared and the overall planning of the actual construction, deviation are planning for the development of the mountain have realistic significance.This paper is consisted of three parts. The first part including the frist chapter is questioning. This thesis puts out the research background, significance and contents, discusses the research scope, research methods and research framework.The second section is analysis includeing the second and third chapters.The second chapter summarizes the literature material research of plan implementated evaluation at home and abroad, according to the different characteristics of the current research status, absorption and classification of implementing evaluation reflection, the theory and method to implement results of the performance and includes planning and implementation of the influence mechanism for the research direction. In the third chapter, it put forward the construction of overall planning, implementing evaluation system to evaluate program, principles, contents, logical sequence of evaluation methods, combining the present general planning content determination of implementing evaluation research contents, thinking methods in the application examples of study, then determines the XiuShan city planning evaluation system from three aspects of content.The third section is solution, including the fourth, fifth, sixth and seventh chapters. The fourth chapter through analysis, the development superiority mountain review and relevant regulatory total based material preparation for background research. The fifth chapter analysis the goals from planning, urban layout implementation, urban construction and development trend of urban evaluation content analysis from four aspects, summarizes the XiuShanXian urban planning, and puts forward the evaluation results of assessment suggestions. The sixth chapters take to the internal and external environment factors, discussing the impact assessment conclusion of planning. The seven chapters of this paper is summarize and prospect.This study is the mplementing evaluation of exploration of overall planning, by the research, the author by city planning and implementation of the complexity of the evaluation has new knowledge.
