The Research Of Dynamic System Of Implementation Evaluation Of Urban Master Planning

Urban master planning has the property of public policy, the implementation ofwhich constitutes an important part of urban planning system. Methods of town andcountry planning and interim procedures of implementation evaluation present newdemands for the evaluation of urban master planning. Many cities attempt to work outan evaluation system suitable for its own needs during practice. However, affected bycertain technique methods and policies, our plan implementation evaluation still hasmany shortcomings: the evaluation subject is indeterminate; the mechanism andpolicy impact analysis is inadequate; the reliability of target system grading is low;the monitor system lacks dynamism; the public participation is insufficient, etc.Proceeding from its public policy property, this research tries to build a dynamicimplementation evaluation system of master planning which covers the wholeprocedure of “formation–examination–implementation–evaluation–supervision–modification”.First of all, the research confirms the basic principles of implementationevaluation: perspectiveness, fairness, dynamics, consistency, effectiveness, andopenness. The six most important contents in evaluation have also been made clear inthis research: macroscopic background and major events, the deepening situation ofplanning formulation system, the actualization of stage goal, the support system ofurban development, the spatial structure and layout, and the implementation ofguarantee plan.Secondly, based on the requirements of implementation of the system, thisresearch puts forward methods and approaches to perfect the dynamic implementationevaluation system of master planning. First, make a qualitative analysis of thedeepening situation of planning formulation system to ensure the consistency of alllevels. Second, make a quantitative analysis of the actualization situation of targetsystem of urban development and establish a safeguard mechanism to ensure thecontinuity of core data. Third, dynamically monitor the changes in land usage with thehelp of remote sensing and GIS technology to ensure the pragmaticality of spatial data.Forth, adopt policy guarantee mechanism in the evaluation of planning implementation to ensure its property of public policy. Fifth, establish dynamic andmultilevel assessment mechanism to ensure the dynamic continuity of the wholeprocedure.Finally, the evaluation of the implementation of urban master plan in Tianjinshould be carried out based on the principles, key points and approaches mentionedabove. In the evaluation procedure, qualitative and quantitative analysis should becombined, and techniques such as remote sensing, GIS and dynamic data base shouldbe adopted. The evaluation of Tianjin should be comprehensive, major points ofwhich include: the changes of macro-environment and policy, the annual planmanagement of planning formulation, the target system of city orientation, thedynamic monitoring of construction land, the system of urban sustainabledevelopment, the system of information disclosure and public participation, theimplementation of planning policy and supporting measures. This paper summarizesthe important role of master planning in promoting social and economic development,and at the same time it points out the existing problems of master planning in terms ofurban scale, urban system, layout structure and supporting system. With aboveanalysis, principles and suggestions have been put forward to improve the masterplanning of Tianjin.
