Foshan Water Group is a wholly state-owned public utility enterprise. On the background of deepening the reform of the state-owned enterprises, it faces an urgent need to enhance the efficiency and effectiveness of enterprises. But as a state-owned public utility enterprise, Foshan Water Group has its own particularity and complexity of performance management reform, thus the exploring of its performance management reform has unusual zigzag and unique way.Foshan Water Group learned a lesson from the failure of the original integrated performance management perform, combined with actual conditions, the company launches a reform mode of layered performance management system, great efforts has been made on design of performance goals, hierarchical decomposition, process control, reform measures and other areas, which has strong demonstration significance. Based on this background, this thesis makes a detailed analysis on the development process of the performance management of Foshan Water Group in different stages and the key element of successful performance management reform of state-owned public utility enterprises.This thesis is composed by five chapters. The first chapter is the introduction, which mainly introduces the background, problem, and meaning of the research, and the research method and framework structure of this thesis. The second chapter is documentary summary, which mainly describes the target management, system management, motivation theory and so on related to performance management theory, is paves the way for the follow-up study and point out the direction on research. The third chapter is a brief introduction of Foshan Water Group and the historic development of its performance management reform, systematically analyzes on the difficulties and problems facing on the performance management reform. The fourth chapter elaborates exploration the method and process of establishing hierarchical performance management system based on the theoretical foundations and basic principles of improving the performance management system of Foshan Water Group. According to the existing problems and theoretical foundations of past performance management reform, Foshan Water Group explores establishing hierarchical performance management system from four aspects of the strategic target, control mode, assessment system and the result application, and systematically promotes the reform supporting measures and the implementation of " the rural areas to encircle the cities" strategy. Finally it empirically analyzes the effectiveness of the performance mangement improvement of Foshan Water Group from the perspective of qualitative and quantitative. The fifth chapter is the conclusion which emphasizes the necessary way of hierarchical, systematic, targeted, and strategic performance management reform of the state-owned public utility enterprise mainly through the case analysis of performance management reform of Foshan Water Group. Additionally, combining with the shortage of the thesis, it gives relevant feasibility suggestions to the future performance management reform of the state-owned public utility enterprise.
