In the 21 st century, with the further development of the economic society and the growing process of globalization, the international state-owned construction corporations are facing severe competition currently. And the adjustments of national strategy have brought unprecedented opportunities for construction industry; meanwhile, non-stated-owned construction corporations with a flexible salary incentive system and effective performance management system are gradually having an enormous impact on stated-owned construction corporations. Therefore, entrepreneurs and management scholars pay more and more attention on the effective performance management system of state-owned construction corporations, which can help to enhance employee loyalty and creativity, improve performance management structure, and elevate the core competitiveness.In this study, the main object is the large international stated-owned construction corporations. It makes deep inspection and thinking on a large amount of performance management concepts and most performance theory analysis on the basis of literature review and theoretical research. Through the in-depth study analysis, it also presents the performance management situation and human resources structure of the case corporate, pointing out the existing problems on the process of the performance management. On top of that, it proposes details of solution and thoughts on how to optimize performance measurement system, and help to set up strategy-oriented performance management system, help targeted corporation operate business in future.Currently, the international stated-owned construction corporations are conducting vigorously internal revolution. This paper emphasis on the exploration of the theory of performance management system; through the combination of theory and practice, it devises and optimizes its scientific performance measurement system. This paper further provide guideline of performance management practice to stated-owned construction corporation, spot and solve the problems of performance management system of stated-owned construction corporation by studying performance measurement system of HT Company, which can elevate overall management level of stated-owned construction industry. This has prominent meanings for the international stated-owned construction corporations to achieve strategic objectives and join in the international competition.
