Zibo Mobile, which has run independently for a short time after the separation from original Zibo post-office ,still has many disadvantages in management. Facing the complex changing and competing fiercely environment, it is important and imperative for Zibo Mobile to change the inherent management model, to establish new enterprise management conception ,so as to improve it's competition and realize its continue development. In the atmosphere which is competing intensely more and more in order to enhance it's market competition, Zibo Mobile has to improve the employee's and firm's performance.This text reviews the process of Zibo Mobile's performance management, analyzes its present conditions deeply, and points out the existing problems. According to the fierce competition after entering into the WTO, it is indispensable to design and perfect the performance management system .So this article begins from the theories of performance management and the present conditions of Zibo Mobile practice refers to the experiences of foreign telecommunications. Then we design a perfect PM for Zibo Mobile .This system is a complete one ,which has many basic components :planning ,performance the implement of plan ,appraising performance, feedback of performance ,applying of feedback result. Through the scientific system ,the company resolves the strategy objects into individual objects tier upon tier, so as to develop the employee's ability extremely ,improve performance and promote competition.This text states the designing process detailedly, with the method of documentary analyzing and precedent researching .According to the result of implement ,we find out the existing problems and perfect them .So the Zibo Mobile's PM will be more scientific, rational and efficient. The research thought and results also have some inspiration meanings for other telecommunication enterprises.
