With the continued in-depth progress of the three-basic project and regularization construction, informationization construction of Fuzhou municipal public security organs at all levels continues to improve. Various departments of Criminal Investigation Detachment of Fuzhou Public Security Bureau have been gradually carrying out performance assessment work using a local area network information system, and open and quantitative evaluation over jobs of the polices is made in a paperless, and standardized manner, so as to continuously improve the work efficiency of various departments, and to enhance the initiative and enthusiasm of forensic polices. However, inadequacy of effective integration among various departments of the detachment, uniform assessment criteria, multiplicity of police posts arrangement, miscellaneous and fine assessment criteria and other factors has resulted in failure of the criminal investigation performance appraisal to achieve the expected optimal results, problems such as unevenness of forensic business data timeliness, overall evaluation criteria of the performance and appraisal are not in place appeared. Therefore, the assessment system of work performance at the Criminal Investigation Detachment of the Fuzhou Public Security Bureau need to be further consolidated to truly create an all-round assessment platform oriented at various departments and individual polices in terms of comprehensive and interactive forensic business. This paper designs a assessment system of forensic work performance composed of public security forensic business assessment, law enforcement and case handling quality assessment and the police inspector assessment systems, with a performance assessment mode that changes the conventional performance evaluation mode, which is more organically comprehensive in terms of forensic business, police affairs and traditional performance assessment so as to carry out all-round assessment over the polices.In this dissertation, through organic reintegration of the existing public security forensic business assessment, law enforcement and case handling quality assessment and the police inspector assessment systems, and scientifically comprehend the public security forensic business, law enforcement evaluation, police inspector and the traditional performance appraisal system, a more comprehensive assessment system-the assessment system of work performance at the Criminal Investigation Detachment of the Fuzhou Public Security Bureau(“Fuzhou assessment system of forensic work performance” for short) is established.The system uses B/S structure and adopts.NET platform and is oriented at public security forensic and law enforcement work as well as traditional performance management using SQL Server 2008 for database design.The system mainly includes user management module and examination management module. In the user management module, additions and deletions to search for information to the administrator, tomaintain userdata. In the examination management module, divided into appraisal logentry, assessment information management module, examin ation, examination results management and other functions.The purpose of Fuzhou assessment system of forensic work performance is to achieve goals of several aspects:First, integration of various evaluation indicators so as be more specific on the contents of assessment. Through the "assessment system of work performance", indicator items of every criminal investigation police is defined so as to improve work efficiency of the system. Meanwhile, posts of the leaders and the police are properly adjusted so as to tap their potential and enthusiasm. Through ranking the performance scores of leaders and polices at the criminal investigation department, their own problems and shortcomings can be found in a timely manner.Second, to enhance the level of standardization of law enforcement. The system, through the assessment results, dynamically manages the conditions of various departments and its police in terms of their duty and power execution, thereby enhancing the level of standardization of law enforcement. Through the "assessment system of work performance", polices not adapted to their posts are discovered timely, and help is provided through post adjustment, business training and other methods to activate their morale, and to improve work efficiency of the police and the combat effectiveness of the public security force.Third, to improve the flexibility of performance assessment. The system can add new assessment indicators and modules based on the actual situation, which improves the system scalability and facilitate future system upgrade and perfection. Rational use of the assessment results by "three links", and incentives from the material to the spiritual aspects are made to police to further tap the "idle" part of the police.
