In this paper, paper based on the analysis of present situation of China’s relief system construction and power, on the basis of the in advance, three approaches, need specific technical systems and security requirements, was proposed based on group of policy control, establish extensive collection information of DSR. AGTMP information collection model, the necessity of and concrete measures, its on this proposed the design rules of the guarantee system of emergency command.Paper analyzed in system design part in horizontal and vertical two systems, business operation mode of emergency rescue system, expounds the corresponding business platform system, the data platform system, the hardware environment construction requirements and specific design. And then on the system main subsystems: information acquisition and information collection subsystem, annotation and analysis subsystem, information subsystem, data warehouse subsystem, command scheduling subsystem in detail design. In system implementation part, detailed discusses the center system based on GIS platform, command scheduling business platform each key functions, builds a foundation for the mobile emergency command system, to realize the system design of information query, analysis, real-time plotting, navigation and positioning, command and control, auxiliary decision-making, dynamic supervision, and application functions, and the system to provide 12 games to Sichuan province emergency security tasks for the actual testing and inspection.Paper in authentication system, on the basis of the actual running tests on the subsequent application system construction was discussed. In the city, the provincial level is presented in this system to run the actual need of technical conditions, normal circumstances, the technical requirements of abnormal environment, for subsequent application provides a clear technical direction and the configuration reference.This paper put forward the real-time command from whole application supporting platform of the overall planning and technical route, on issues related to the application research, engineering and social application platform for the construction entity and the specific application development provides a relatively complete theory, technical support and implementation methods, and developed a basic version of the application system, devoted to the actual running applications on the scene of the big event, the direction of the research and implementation of the project entity has definite guiding significance.
