To deal with the threat of natural disasters, accidents, disasters, public health,safety events efficiently, the Integrated Emergency Command System should satisfy theprinciple in accordance with peacetime and wartime emergency management,emergency drills and emergency response. Usually on a variety of emergency resources,hazards and potential risks in areas important protection target for effective informationmanagement, monitoring, analysis and early warning, and strive to avoid the occurrenceof unexpected events and take preventive measures; event occurs the first time Alarming,emergency resources and the scene of the incident in the shortest time of disaster tomake accurate judgments and scientific assessments, and work out the correctemergency response decision-making; to fully grasp the trend of the events in theincident handling process, scientific command and resources deployment and effectiveuse of emergency resources of all kinds of human and material resources, to minimizethe loss and impact people’s lives and property caused by the disaster event.The thesis analyzes the architecture of emergency command system includingnormal emergency operations management, maintenance of emergency responseresources, emergency communications, emergency duty, emergency response, commandand dispatch a variety of functional requirements. The thesis mainly study, design andrealization of GIS application in various stages, including emergency duty visualizationAlarming; management and maintenance of emergency resources and associated datavisualization; contingency plans for the digital response plan maintenance; emergencyresponse situational analysis and decision-making, disposal unit monitoring andmanagement scene commander; multimedia mobile emergency terminal emergencyresources acquisition and upload storage, emergency resource object is automaticallymarked, the site reported, and emergency communications.Application of GIS in the Emergency Command System plays a vital role toeffectively improve the visualization of the emergency command system managementand command levels, with practicality systematic, easy operation and maintenance,expansion and flexible features to achieve effective management of emergency resources to maintain and multi-sectoral scientific coordination and command. Thesisfocuses on the application of GIS in the emergency command has the followingoutstanding advantages: the integration of GIS systems, GIS link layer component GISdevelopment, and visualization resources management and emergency commanddefined in the system; the positioning of mobile emergency terminal multimediainformation collection and reporting support, rich content and means of managementand maintenance of emergency resources; mobile GPS real-time location tracking andhistorical trajectory analysis, and disposal situation presented in an intuitive andemergency operations coordination; resources of mobile emergency terminalautomatically positioning plotting, improved convenience and operability of theresource management; improve the emergency response level of integration in mobileterminals, call centers, network, supported by the visual command.
