Along the process of industrialization being picked up,production accidents happencontinually.So the emergency rescue for safety production has become an importantresearch object.For the Spatial characteristics of Geographic Information System(GIS),ithas become an important part of emergency rescue informationization.Because theMobie GIS has mobility and real-time capbility,the research of applying mobie GIS toemergency rescue for safety production has great significance.The safety production management system developed by our laboratory wasimplemented based on WebGIS,can offer much assistance to rescue workers.Butbecause WebGIS lacks of mobility and real-time capbility,its application field isrestricted.So our aboratory decided to develop a emergency rescue system based onMobie GIS technology,which could help the WebGIS system complete rescue tasksefficiently.In this paper,the development situation of emergency rescue was analysed,andcorrelational technology of mobile GIS was studied.Based on these works,thehierarchical structure and functional structure of mobile GIS were designed;Considering the limited performance of Mobile terminal,kinds of geoprocessingservices were deployed on server which can be called by mobile terminal to completecomplex analysis; For this Emergency Recue and Command System,many basicfunctions such as viewing maps,querying maps and a lot of rescue functions such asaccident locating,emergency rescue and evacuation analysis was designed anddeveloped;Because mobile GIS need use many events to complete kinds offunctions,this results in the rough-and-tumble use of events and slows down thedevelopment efficiency,so an event register and management machine was desinged toregister events to system and manage registered events totally.At last,a test was carried on Emergency Recue and Command System,andaccording to the test outcome this system has come to the desired target and couldsatisfy the requirement of emergency rescue.
