Fatal work safety accidents happen all the same, which will cause huge economics loss and even disaster. People's lives and wealth within the factories as well as adjacent area will bear great damage. Furthermore, the ecosystem will have irreversible damage too. Emergency Rescue Command System Based on GIS (Geographic Information System) is an enhanced Decision-making Support System that integrates spacial analysis, regional computing and management functions, etc. It can provide related information to the enterprises about work safety and emergency succor, to reduce the damaging extent to the lowestPaper based on research and the realization of the serious accidents Web GIS emergency rescue command information systems. The article examined the WebGIS (network GIS) tectonic models, the structure and composition of the major technical achievement WebGIS: CGI (Common Gateway Interface), server applications interfaces (Server API), plug-ins (Plug-in), Java Applet and ActiveX. Established emergency rescue business model and expounded leaking, fire and explosion's damaged region, discussed emergency rescue work flow required comprehensive rescue information. Using object-oriented analysis, design methodology, using B/S (browser / server) model and Smart Client (smart-client) combination system architecture ,with the spacial and business data stored in the same RDBMS ,using WebGIS,WebService and other advanced technology to achieve a multi-tier distributed system. With B/S architecture, the map and all kinds of rescue information will be published and shared easily. The Smart Client implements the functions of emergency drilling and emergency rescue which has the characteristic of making use of local and network resources, supporting occasionally connected users, providing intelligent installation and update, providing client device flexibility etc.
