Emergency rescue is an important part of coal mine safety management. Researching anddeveloping the coal mine accident emergency rescue and information management systemthat will be good for coal mine rescue information and figure scientific management ofinformation on GIS, be helpful for emergency rescue resources reasonable allocated, behelpful for emergency rescue personnel to make a scientific and rational emergency rescueplan, which can quickly make adecision about the rescue operations, so that reduce casualtiesand coal mine accident loss. Therefore, coal mine accident emergency rescue informationmanagement system development and research has very important academic value andpractical significance.Firstly, this paper based on the analysis of the current research status in emergencyrescue system at home and abroad, and at the same time in the coal mining enterprises tocarry out investigation according to its necessity, did the analysis to the system functionrequirement, finally, constructed the coal mine accident emergency rescue informationmanagement system of each function module that mainly including: information querymodule, emergency management module, personnel management module and accidenttreatment module, through these modules can realize ore figure browse, undergroundequipment information and figure of a two-way information query, emergency resourceallocation, miners information and department information management and inquires accidentpoint and safety, and generating the best route to avoid disaster point. All of them: avoid routeanalysis module is the key.Secondly, according to the purpose and principle of system develepment,, appliedMapInfo MapX, Visual Basic, Access softwares designed the coal mine accident emergencyrescue information management system’s general function, database development design. At last, developed the whole coal mine accident emergency rescue information managementsystem.Finally, maded a coal mine, TongChuan city in Shaanxi province as an example to testthe emergency rescue information management system and get a good resualt. The resultshows that and the emergency rescue management system is full of helpful for person to makea emergency decision during coal mine accident,could enhance efficiency of accidentemergency response and reduced the accident’s injuries all well as property losses.
