Earthquake prevention and disaster reduction is related to people’s life and property safety and economic and social sustainable development, is an important foundation and public welfare. The "Twelfth Five Year Plan" period is the critical period of building a well-off society in an all-round way, and it is also an important period of deepening the implementation of Scientific Outlook on Development and building a harmonious socialist society, in order to effectively strengthen the emergency response capacity of the Ningxia Hui Autonomous Region after the earthquake, establish and improve the earthquake prevention and disaster mitigation in social management and public service system.The purpose of the project design is to use modern advanced communication technology and computer technology to establish a set of a reliable, efficient, real-time and practical earthquake disaster information collected assessment and field mobile command center system, to carry out earthquake emergency basic census data, solve the damage after the earthquake rapid disaster acquisition, earthquake quick report and disaster loss assessment, emergency rescue linkage and on-site command scheduling, in order to reduce the impact of the earthquake disaster and loss to the greatest extent, to safeguard national security, social stability and the safety of people’s lives and propertyThis paper analyzes the background and significance of the development and research of earthquake emergency rescue information command system, and the development status in this field; According to the actual situation of Ningxia earthquake emergency, it gives the design requirements and the overall structure, including the construction of the all-weather earthquake emergency response regional command center, on-site mobile earthquake emergency command center, the 3 sub projects of the earthquake emergency basic data collection and management platform and related system. It also gives in detail of the overall design and implementation of the system functions. By testing the function of each system, the test results have reached the design requirements, meet the needs of the destructive earthquake.
