Emergency Rescue Command System Of The Design And Realization

This paper describes our government's emergency response to disasters through introducing the emergency relief command system of Baotou City.Emergency rescue command dispatch system is complex technology equipment in general including collecting, storing, processing and transmitting emergency information [1]. Advanced technology is applied to the system based on computer network and wired and wireless communication systems, which uses advanced component-based model of software development methodology, combined with the whole system of open, modular design strategy and fully considered the overall system availability and scalability, according to the user's actual need for flexible configuration. The system is completely composed of wired and wireless communication, documents, voice and images transmission, information collection, cases processing module, resource scheduling module and command operation module, which is a responsive and adaptive integrated emergency command and dispatch system as well. It has multifunction such as responding to alarms, dealing with cases, scheduling, event tracking, business management, information collection, statistical analysis, query et al. The system meets lots of requirements, reinforces management and uses advanced computer science and technology, all of which improves its efficiency and effectiveness. In other words, it is a network, intelligence and visualization emergency system with advanced, practical, secure, stable and efficient characteristics. This paper is mainly composed of the following:1. Introduce both the foreign and domestic status and progress of research on emergency command and dispatch system according to the State Council issued the "national contingency plan for sudden public incidents in general," the framework of the system and the "Emergency Command System technical specifications" requirements [2]. And describe Baotou Emergency Command and Dispatch System with analysis for its hardware and software, included the overall requirements for the system design, construction, objectives, design principles. 2. The detailed design is based on scheduling platform; emergency response alarm system is as the core part, which is combined with GIS, computer assistant system, large-scaled database systems and other sub-systems.3. This paper major introduces emergency relief center response alarm system, information management system and emergency response units of the terminal subsystem. And each sub-system is detailed in perspective of the requirements of its analysis, design objectives, the module features and enabling technologies.
