For a long time, human resources management system, which was first introduced to reduce a lot of trivial manual operations in wage accounting, has been isolated from core management systems in vocational colleges. Nowadays, human resource management systems have many development platforms; however, it is not easy to redesign these systems to meet the specific needs of vocational colleges. Therefore, it is of great and realistic significance to study the theory of personnel management, come up with practical solutions to solve the main problems of system design, salary distribution, performance management, etc., and build a human resource management system for vocational colleges.On the basis of an analysis of the administrative management mode applied in personnel management in Luoding Polytechnic, combined with characteristics of personnel management in vocational colleges, this study focuses on teaching quality supervision of the personnel management, through consulting relative documents and exploring theories and development trend of the human resource management system. This study conducts a survey and an analysis to learn about the staff’s chief concerns, and recognition of the rewards and punishment management. Taking strengths of human resource management systems home and abroad, the system in this study determines some functional modules, such as the set-up of a check-up system, the maintenance of the performance assessment, the design of appraisal ranks, the preservation of appraisal records, the calculation of appraisal results, the management of the staff’s files, the statistical analysis of employees, etc. After the analysis of the user’s requirements, the system design of database will be conducted, thus to realize the detail design of datasheets, like employees’ personal data, professions, and jobs, and constraints of these datasheets. Three layers of service architecture are adopted in this system. The first layer is customer service, the second is operation service, and the third is data service. The system is designed from the top down, adopting the waterfall model and obeying a fixed order in the process of development.The application of the system improves the level of informatization in human resource management, especially in the assessment of teaching quality, appraisals, and supervision. All operations in personnel management in Luoding Polytechnic can be carried out by this system, which meets all the requirements for human resource management. The mutual excitation between the efficiency of personnel management and teaching quality is also discussed in this study, and relative thesis are published in Luoding Polytechnic Journal.
