Talents for national tax department is also very important, because national tax departments as an important institution of the government, in addition to adapt to social development, but also display the function of good itself, therefore, national tax departments to set up to adapt to market competition, also want to introduce the concept of enterprise human resources management and the management pattern, only in this way can really play to the functions of national tax department should, and "people-oriented" management philosophy, finally realizes from the traditional personnel management mode of real change to the human resources management model,and can effectively play the role of human resource in the modern tax management. In order to solve this problem, based on the modern human resources management theory, combined with today’s advanced computer network technology,database technology, data communication technology and related technology, complete the fuzhou city internal revenue service design and development of human resources management system, namely implement electronic human resource management(e-HR),through the application of this system, the purpose is to improve the efficiency ofhuman resources management level and management, better adapt to the needs of the development of an employee, effectively promote the development of informatization construction of the tax system.Through the demand for fuzhou city IRS to conduct a comprehensive analysis of the existing network environment according to the unit, and the characteristics of the work, system decided to adopt the design of the B/S structure mode, the front desk choose C#.Net technology development technology, background database choose SQL Server 2000, plans to develop a flexible and easy to use, safe and effective human resources management system, the system interface aesthetics, simple to operate, report form rich variety, function can satisfy the using demand of the national tax system unit.System main functions include system Settings, attendance management, salary management, personnel management, data query and report statistics, etc.
