With the development of global economy, the competition on Human Resources(HR) has been the key point between companies and corporation. Working out the Human Resources assessment and management system reasonably and Standardized are the basic requirements for a corporation. Research on HR assessment has obtained lots of achievement in economy and management area. But the methods are still qualitative or combination of qualitative and quantitative. That is subjective and lack of convincing degree. A new method which is based on data mining to process the HR assessment is put forwarded. The division of results has good credibility and fairness, which brings out new perspective for the research on HR assessment and management.Firstly, the theory of human resource management is introduced systematically, from Human capital theory and Human resource management theory to Assessment of human resource management theory. The purpose and object of this thesis are determined.Secondly, the data mining methods are introduced by a comprehensive introduction, focusing on analysis of the clustering algorithm which is described in terms of principles, algorithms, and algorithm steps in detail. After doing the entire functionality and performance analysis, the human resource assessment components are constructed through a comprehensive analysis of the impact factor.At last, the overall design of the assessment and management of human resources system is given, and then the detailed design and coding implementation is written for each specific module. The assessment module’s specific algorithm and coding implementation are introduced in detail, and then the effectiveness of the entire system is validated by the system test case.
