The constitution of human resources or human capital certainly is not the quantity of human capital, and the constitution core of human capital is the health status of workers, values, knowledge stock, and skill level. The human resources or the human capital is not naturally occurring, but investment results. In the realistic society, the main way of human capital investment is education and human resources development, therefore it can say, human capital is human resources development product. Therefore the human resources development has the vital significance in the present time. Thus human resources management are attracting increasing attention.Using computers to carry out human resources management is currently a hot research of computer application aspect, which is of great practical significance. It is the urgent needs of schools that applying human resources management thinking to technical college, developing college's human resources management system and providng a high degree of digital, standardized and scientific human resources management information processing platform.This paper introduces the topic background, significance, the major issues, and domestic and foreign research status.According to the human resources's actual situation and the software engineering's request, this article has carried on the system analysis, the system design, and uses PowerBuiilder 9.0 as programing tool, thus developed the college's resources management system. This system has already completed, and was allowed to put into use.When programing human resources management system, the paper uses object-oriented technology, in particular the full use of the successor function, which makes many windows more faster and easier to develop and easy to manage. This system has passed through the test, and met the system design's requirements. This system's successful development has realized the human resources management in school, which not only make the existing personnel information management system develop to the human resources management system ,but also make human resources management more scientific and standardized.Because of limited capacity, the paper has no further development of decision-support functions of human resource management, which should be added to the paper in the later work.
