Since 2006, the national implementation of performance pay reform of government institutions, post performance wage system are implemented at all levels of cbackgroundeges and universities. Compulsory education departments have implemented performance pay system, comprehensive, cbackgroundeges and universities in 2010 have been practicing the performance salary system. Due to the particularity of higher education, the university is difficult to evaluate performance, how to pay for performance management naturally became the objective problem faced by universities. The provinces of the performance salary management are also introduced a corresponding policies and regulations, all cbackgroundeges and universities also at the provincial level under the guidance of the Department have completed establish relevant system performance salary management and implementation. In the distribution of bonus pay for performance on various universities have established distribution scheme of its own, and approved by the competent department at a higher level to implement. In order to do a good job performance wages, management, improve management quality and efficiency, ensure the salary management fairness and seriousness, need to develop a set of performance salary management system based on Windows platform.
