The university education in China has been developed quickly,the university employee performance management system we implement mainly focuses on how to improve the service quality of the education management,and to improve the performance of university administration management,meanwhile the system would play an important role in university education administration management process.The employee performance management system is one of the advanced management systems which would help to evaluate and measure the behavior and the efficiency of the employees' job performance through the methods and principles that should be used in the system management process.Performance evaluation concept originated in the world industry revolution phase which has been more than 200 years till now,it has formed the qualitative management standard in this field.Industry civilization had lead to flourish world since it contribute greatly to our society,but the relative level of management methods used to properly make use of the scientific advantages of performance evaluation techniques in the human resource management,and can also be used in promoting the development of our government management,the relationship between the enterprises and individual employees is one of the most important research issues now.In this paper,firstly we describe the University staff evaluation system development process as the research platform,which is combined with some University unit specific applications that are fully integrated with the theoretical evaluation models,the data statistical analysis and evaluation of record management are developed through the information technology and network technology,and we establish scientifically,reasonable,easy-to-staff performance management system,which achieves the University staff evaluation,standard,dynamic,network management,manpower and resources saving.It also can promote the construction professional ethics of the staff,raise the level of management,and achieve high quality efficient completion of the staff performance.The system that we implement will be a three-tier architecture based on B/S architecture,using C#,SQL Server,ASP.Net as the programming languages and MySQL as the database management system.
