In modern enterprises, especially in small medium enterprises, the demand for human resource management has being growing driven by the ever increasing of economy and management level. Human Resource Management System is a kind of modern human resource management methods which makes use of computers, and it provides a standardized, scientific and digital Human Resource Management way for enterprises. The human resource management system not only can improve the management level and efficiency of enterprises, but also plays a much more important role in enhancing the competitive ability of enterprises.This paper makes introduction to the whole development process of the Human Management System of Chongqing Natural Gas Company, which including demand analysis, analysis and design of system, database design and system realization. To develop the human management system which meets the actual demand of enterprises,we get the original requirement of users through conference during the process of demand analysis. And then adopt the OOA(Object Oriented Analysis) to analyze users’ requirements with UML to identify the system’s functional and non-functional requirements as well as the whole function models. Based on the result of demand analysis, we go ahead with the operating flow and design the fundamental frame and entity classes. Finally, database design and system realization are introduced.The system is based on the typical B/S structure and combines the SSH(spring,struts and hibernate) framework in J2 EE, where Struts decreases the degree of coupling among system modules and provide the system with high expandability. Hibernate finishes the persistence of database accessing, and makes it possible to access the database in object oriented way. The whole system keeps Spring as the central core, the Spring integrates Hibernate at lower level to obtain persistent database accessing and Struts at upper level to get a clear level division of the system and increase the flexibility,expandability and reusability of system. The Human Resource Management System discussed in this paper is focused on the management of organization, personal information, employee recruitment, performance examination, employee welfare and regulation management. Java is used as the forehead database development language and Oracle as backward database implementation.
