Economic informatization is the new trend of today’s world economic and social development. It is the important force to promote social development and change. The eighteenth big put forward: " to a comprehensive understanding of economic informatization, urbanization, mercerization and internationalization in-depth development of the new situation and new tasks", "vigorously promote the fusion of informatization". The strategy of economic information is the requirement of the global economic development and the needs for transnational investment enterprises.Multinational companies have been made by international localization to the localization of the internationalization development stage. The development of China is attracting more and more multinational companies. Multinational companies are now in the process of implementing the internationalization strategy actively promote the localization. With the formation of a new round of industrial transfer in the world and international division of labor pattern, China is becoming one of the most attractive emerging markets in the world. At present, 80% of the world’s 500 top multinational companies have established investment company in China. From the point of the development of multinational companies, multinationals have from internationalization and localization development to the localization of the international stage. In every historical stage, multinational companies have different and obvious characteristics. Although the number of multinational companies in China is numerous, but the actual operating conditions are far apart their original thought. One of the reason is the defect of localization of human resources, especially the imperfect localization pay system.Strengthening the management of human resources and operation has become the important way to improve its competitiveness for transnational investment enterprises. Human resources management and compensation management system is the core part of the company. Because of the characteristics of transnational investment enterprises, their compensation management system is relatively cumbersome, each investment enterprises pay category is different, which rising the work of human resource management and reducing its efficiency.A set of complete compensation management system has significant effect on the development of transnational investment enterprise. As a result, most of the multinational enterprises want to improve their compensation management ability and setting up a suitable compensation management system will be very helpful.This issue describe the present situation of multinational investment enterprise salary management and its primary problems. Based on the ERP projects and B/S architecture construction, according to the format of the existing compensation management, human resources management objectives and design patterns, the multinational investment enterprise salary management business, this issue offers a detailed analysis of the design of the compensation management system and its technical problems, needs to explore, fully realize the whole compensation management system design and implementation. The results will be helpful for the majority of multinational investment enterprise salary management.
