On The Sustainable Developments Of The Aid And Support Of NGOs To Grass-roots Libraries In China

Since the beginning of1980s, NGOs start the construction of libraries in China. After nearly30years’development, These NGOs are developing gradually from infancy to maturity, and become important power of the grassroots-library construction in China. NGO-supporting library and other grassroots library have experienced sustainable issues, NGO-supporting library development process is the exploration of the road of sustainable development of library. This article starts with an overview of the aid and support of NGOs to grassroots libraries in China, makes an introduction of basic condition of the NGOs and the NGO-supporting libraries, clearly issues such as its distribution and type of work, points out that NGO’s construction to grassroots libraries have a huge building and guiding significance for the public library system, aided people, academics, and so on. This article introduce the sustainable developments of the aid and support of NGOs to grassroots libraries from both horizontal and vertical direction. Vertical direction with the axis of time, reviewed the evolution of NGO’s aid and support to grassroots libraries, divide it into three stages of germination, development, maturation, analysis the working characteristics and representative NGOs of three stages. Horizontal direction with the NGO-supporting library sustainable development axis, introduce three development type of NGO-supporting library, namely, development, maintenance, interrupt type. Thinking of contribution to sustainable development of NGO-supporting libraries by typical case, and analysis the main factors influencing the sustainable development from the human social environment, NGO’s and the NGO libraries, such as imperfect policies, NGO’s poor management, lack of involvement of local people, and so on. Finally, from the three part respectively put forward measures to promote the sustainable development of NGO’s aid and support to grassroots libraries, for example, increasing NGO-supporting library’s specialization, establishing a communication platform to promote cooperation, strengthening the volunteer construction, building professional union, fighting for more targeted policies, and so on, in order to provide some reference to other grassroots libraries.
