Research On Public Library Evaluation From The Perspective Of Sustainable Development

The report of the 19 th National Congress of the Communist Party of China made it clear that China is in a critical period of economic transformation,and the socialist construction has entered a new stage.The current contradictions are mainly manifested in the inadequate economic development and the growing demand of the people,including spiritual and cultural needs.Public libraries,as an important part of the public cultural undertaking system,solidly promote the construction of public library undertakings,which is of great significance to the construction of a public cultural service system.Evaluation is one of the important means of public library management.Evaluation is conducive to improving the services of public libraries,promoting the long-term development of public libraries,helping to enrich the cultural life of the Chinese people,spreading excellent culture,promoting core socialist values,and maintaining Cultural rights of the people.China has so far carried out six national public library evaluation and grading work,and the six evaluation work has continuously promoted the development of public library cause and construction across the country.Through previous evaluations,China's public libraries have significantly improved their level of concept,facilities,and service efficiency.With the successive promulgation and implementation of the Law of the People's Republic of China on the Protection of Public Cultural Services and the Law of the Republic of China on Public Libraries,it has provided guidance for the evaluation and grading of public libraries,improved the level of legalization of public cultural construction,and improved The government's ability to govern culture provides the legal basis.At the same time,it also provides legal guarantees for the construction of public libraries and the protection of people's cultural rights and interests.This study sorts out the theoretical research status and practical progress of public library evaluation and grading,combining questionnaires and literature analysis,finds that there are some characteristics and existing problems in the process of public library evaluation and grading in China,and the concept of sustainable development is introduced into public library evaluation.Put forward countermeasures in terms of evaluation principles,evaluation subjects,evaluation standards,evaluation cycles,and reward and punishment mechanisms: Library evaluation and grading should be oriented towards sustainable development,taking into account both result evaluation and process evaluation,insisting on reader evaluation as the main body,and actively fostering third-party evaluation The agency also plays the role of a third party's supervision,formulates scientific and stable evaluation and grading standards,implements spot checks and assessments,and implements reward and punishment policies corresponding to the evaluation and grading results,making the evaluation and grading work more comprehensive,objective,and professional.In order to provide references for the future evaluation and grading of public libraries in China,and to promote the continuous development of China's library cause.
