Public Cultural Service System Construction Environment Economic Underdeveloped Regions In County (district) Library Sustainable Development Research

With the development of social economic, building public cultural service system covering the whole benefit, which is as a national strategy is on the agenda. The public library has entered a new era of public cultural services. The outline of China’s "12th Five-Year" plans the construction of public cultural from establishment of a sound basic public cultural service system and the two dimensions of promoting cultural development and prosperity. The foundation status of counties (districts) Library in Public Libraries is highlights. In this background, the county (district) library must consider how to use the basis of their existing condition to seek the path of sustainable development in construction, in order to better seize the opportunities and meet challenges.This paper summarizes the current situation and issues of China’s economically underdeveloped areas from a macro and micro perspective by using site visits, interviews, literature research, statistical and other methods, combining with the Shaanxi Province counties (districts) instance of the library development and construction. There are many problems of county (district) library in China’s underdeveloped areas and the causes of which are complex and diverse interaction. To achieve the sustainable development of the county (district) library, library requires in-depth analysis of internal and external environmental factors, to find out the reason which impacts the construction and development lag of county (district) library in the whole develop areas.This paper sets the principle of universal and equal of the public library as the guiding ideology, to explore the path of sustainable development of the county (district) public library service system and gives suggestion from the three areas to promote the county (district) library developed recommendations.(1)Government must be clear and strengthen the main responsibility of the county (district) Library, according to local conditions to develop a development plan of the county (district) library.(2)Reforming the Library management system, to build a service network of the county (district) public library which is unified procurement, unified cataloging, unified distribution by combining with the financial capacity of local government and population distribution.(3)Good policy’s support has played a powerful impetus to the development of the county (district) Library and the effective implementation of the implementation can realize blueprint.(4)The concept of consciousness and achievements library career aspirations of the curator of the counties (districts) library is an important factor in promoting the county (district) library out of the woods.(5)County (district) library itself should enhance the sense of coordination, through the establishment of regional library consortia and Resource Sharing system to seek a new way out.(6)County (district) library gradually realizes the branch library system through the continuous development of itself, the power savings, improving service level.(7)County (district) library can publicize its new image combining with news media to improve the public’s acceptance.(8) County (district) library should fait for social forces to support.
