Internet first emerged as a recruiting tool in the mid-1990s and was hailed in thepopular management press as the driver behind a ‘recruiting revolution’ because of thebenefits it could bring to recruiters. Indeed, some authors suggested that the Internethad ‘revolutionized the way that people look for work’ and brought ‘radical change tocorporate recruiting’. There has been a steady rise in online recruitment during pasttwenty years, and widely used now by recruiters and job seekers all over the world. Itallows businesses to make cost savings, update job offers and status at any time, toshorten the recruitment cycle time, to identify and select the best knowledge potentialout of a wider range of candidates and gives the company an opportunity to improve itsimage and profile. Moreover, passive and active job seekers also tend to prefer onlineapplications to traditional application methods, because it saves time and money andmakes it possible to browse through a wider range of job offers. It also allows jobhunters to navigate through the corporate websites to build first impressions andopinions on the company.The issue has been the focus in the previous study. Many countries have establishedthe database and personnel information systems, which plays an important role inimproving work efficiency and reducing recruitment costs. In China, many large famousenterprises pay attention to the implementation of the network recruitment informationsystem, and realize the network recruitment is important, but there is still a largeproportion of other enterprises have not begin the online recruitment. They usuallyprint advertising, contact the recruitment agencies to staff recruitment. The recruitmentis an important issue, not realizing the network recruitment system or poor effect, hasobvious influence on the development of Chinese enterprises and the whole country, it isnecessary to improve the information levelIn this paper, through the analysis and research to the existing systems, design a setof network recruitment information system,and provide help to persons andenterprises for their selection of human resources. This paper firstly the system planning. System planning is mainly the requirementanalysis and feasibility analysis. Demand analysis obtained the function ofenterprise network recruitment system of small and medium-sized enterprises needmost at present. Feasibility analysis of the obtained results is in the affirmative, can thesystem development.On the system analysis stage, there is the detailed analysis. The system is dividedinto system management, utility function, individual users and business users foursubsystems. System management mainly personal user and enterprise usermanagement, but also includes some data management contents. Public function ismainly personal user and enterprise user registration, login, and information viewfunction. Individual user module, can also be called applicant system,is mainly used forthe candidates. The candidate can fill in basic information online, and the system willautomatically find alternative jobs that meet these conditions based on these data forcandidates’ selection. Candidates can compare multiple positions and select. Enterpriseuser module called recruitment system,is mainly used by recruitment enterprises. Theenterprises can add online recruitment information, query and modification ofinformation, and can be real-time query to the recruitment has released positioninformation, which the applicant would like to apply to, compare candidates, therebyfurther examination.On the design phase of the system, there are the overall design and detaileddesign. The main design is the structure design, and detailed design mainly carried outthe database design, man-machine interface design and code design.On the implementation phase of the system, there are mainly the hardware,software configuration, system testing, and the arrangement of the system maintenanceand management.
