In Mobile communication company is a large state-owned enterprise, began very early in the informatization construction, and have achieved good results, the development of human resources management system and a series of improving the efficiency of the enterprise management information system. However, the informationization development within a Mobile Corporation is not balanced, the performance appraisal of A mobile subsidiary company in human resource management has no system of a complete set of functions to provide support, and lead to the low efficiency of the staff performance appraisal work, need to be improved.The main work of this paper are as follows:1、In view of the present company has not formed a set of scientific and effective staff performance appraisal mechanism, causing the current situation could not be scientifically objective assessment of the staff, establishing the adjustable performance evaluation model based on key indicators, the model is divided into subjective and objective two parts, using the quantitative way to score on the staff, the subjective evaluation part includes self-evaluation, evaluation of superiors, peer evaluation, the objective part is mainly the result of quantitative analysis is obtained by analyzing relevant data of the operation; in the form of data sources in the subjective evaluation, evaluation of different data sources to produce occupy different proportion on to the final evaluation results, and the different enterprise culture to determine the weighting factor is different. The performance evaluation model of adjustable includes two aspects, one is for the strategic objectives of the key indicators of performance appraisal of the current selection to adjust, two is for the employees in different positions on key indicators of assessment is adjusted, thereby enhancing the effectiveness of performance appraisal.2、In view of the traditional performance appraisal model to the evaluation results of data utilization rate is not high, the evaluation grade standard is difficult to partition, influenced by subjective factors larger, analyzed the scheme of the evaluation results by using data mining technology; the method based on fuzzy clustering algorithm based on the fuzzy function, using a large number of the same post performance appraisal results analysis and processing, with the objective of the data base, to realize the division of different grades ofevaluation results, so that the results can be credible, at the same time to avoid the different positions using the same evaluation results of grade division standard, is conducive to improve the staff’s working enthusiasm.3、The Mobile Corporation staff performance appraisal based on the built model, analysis, design and implementation of a system based on human resource management of Mobile Corporation performance evaluation subsystem of the network, system adopts hierarchical architecture model, analysis of the system demand, and gives the design system as the five major functional modules, each functional module and comprises a plurality of sub function, five function modules including login module, evaluation module, examination management module, data processing module, system management module, the realization of the system, finally the system was tested.After the test and tryout, the design and development of staff performance appraisal subsystem constructed evaluation model is scientific and reasonable, to determine the performance evaluation results of classification using data mining algorithms, can better grasp the staff’s ability, personal qualities, is conducive to human resources management Mobile Corporation efficiency improvement, advantageous to enhance the core competitiveness of enterprises.
