With the further development of basic educational informatization, the necessity and urgency of the ICT competency improvement for primary and secondary teachers is growing.Teachers are the key designers and executor of education activities,their ICT competency can have a significant effect on the quality and efficiency of education and teaching.In recent years, the country carry out relevant training about teachers’ ICT competency through a variety of ways, but the promotion effect of the ICT competency for primary and secondary teachers is not significant. The main reason is the loose connection between teachers’ ICT competency and training courses. In other words, the teacher’s training course is not aimed at the weak competency. Diagnostic evaluation is used to find a way to test the evaluation strengths or weaknesses. The main purpose of the test is to determine whether the evaluation needs to enhance some of the competency. Applying diagnostic evaluation to teachers’ ICT competency is to help teachers find their weak competency, and choose more targeted training courses, which is an important method to learn through the evaluation.The traditional diagnostic evaluation depends on the paper and manual calculation. The big problem is the large cost and low measurement accuracy of the results. Primary and secondary teachers’ ICT competency test system can effectively solve this problem, which can make the measurement data more accurate and the process simpler, especially can short the test cycle and save the costs. In this paper, the main work is to establish the evaluation model of teachers’ ICT competency for primary and secondary teachers, design and implement the ICT competency test system for primary and secondary teachers, which can provide teachers to test ICT competency and get push training resources at the same time.In the building of teachers’ ICT competency model, the “ICT competency Standards for primary and secondary teachers(Trial)” is used as the bases, which increases the authority and seriousness of the evaluation. And, calculating the weight of each index by the method of AHP and group decision direction vector, which means the reasonable distribution of weight.In the software development, this system chooses the B/S architecture and MVC architecture mode to develop, and mainly realizes three aspects of the function including random generation of evaluation subjects, feedback of diagnostic report and the recommend of training curriculum resources. The innovation of this paper is to carry out an effective integration of diagnostic evaluation system and teachers’ training system, which improve the coherence and consistency between the competency development and teacher training.
