With the era of knowledge economy, human resource has become the most important resource. The drawbacks of traditional human resources management becomes increasingly obvious, and proposed the concept of competence of human resources management makes a shift for the human resource management provide a new idea. Competency model of all human resources integration function and service in ensuring that task complete the task to find a balance, the staff of competence performance integrated into the performance appraisal system make the human resources management of the evaluation work more comprehensive and effective.At present, the domestic and foreign scholars in the field of competence of the basic theoretical research based on its expanding the enterprise the practical application, this paper puts forward different competency model, mainly including iceberg model, onion model, quality model and so on. Thus, in this paper the competence related to the study of theory and model of the foundation, on the enterprise marketing personnel’s published performance evaluation are analyzed, and the grey comprehensive evaluation press method, for example some empirical analysis. The main contents and key achievements are as follows:Firstly, we introduced the research background and reviewed the literature to construct the research frame.Secondly, elaborated the marketing manager of performance appraisal related theory. Define the marketing personnel’s definition and post properties, this paper discusses the marketing personnel performance appraisal theory of evaluation, that the marketing personnel performance evaluation, this paper expounds the basic methods of marketing personnel competence evaluation system model construction.Thirdly, on the analysis of the publishing industry characteristics and marketing personnel enterprise based on the characteristics of the marketing personnel, and expounds the performance evaluation index system of the construction principles and requirements, so as to construct the competency based on the marketing personnel performance evaluation index system, and the main index system including basic knowledge quality, professional marketing ability and management and innovation, one class index, professional ethics, social communication skills, basic knowledge, skills, knowledge, marketing planning and decision-making ability level2indicators, using the method to determine the weights of the index, so as to establish a comprehensive evaluation model of grey in the publishing industry marketing personnel performance evaluation analysis.Finally, using the above the model of higher education press method of the marketing personnel’s performance data, the empirical analysis and get how to improve the performance of the publishing industry marketing personnel related strategy.
