Cultivating the scientific research and innovation capability is the key and core content of postgraduate education. cultivating and improving the scientific research and innovation capability of postgraduate requires information gathering, acquisition and utilization, it is that requires information literacy. Therefore, information literacy of postgraduate is strongly connected to their scientific research and innovation capability. In order to effectively cultivate and improve scientific research and innovation capability of postgraduate, the paper further discusses each component module of information literacy of postgraduate, and summarizes which modules of information literacy of postgraduate play a major role in improving their scientific research and innovation capability, so as to information literacy education of postgraduate can make more targeted and more effective.This paper consists of five chapters. The first chapter is an exordium. The chapter introduces the research background, purpose and status of relationship between information literacy and innovation ability in domestic and foreign, and proposes research content,method and innovation points of this paper on this basis. The second chapter contains basic concepts and theories, introduces the concepts of innovation, innovation ability and information literacy,detailed analyzes the meaning of information literacy,innovation ability of postgraduate and the scientific research and innovation capability needs for information literacy. The third chapter is design and implementation of the questionnaire. Firstly, referring to "Information Literacy Competency Standards for Higher Education in the United States" and "Information Literacy Competency Standards for Higher Education in Beijing area", according to the theoretical study of the second chapter, the chapter design postgraduate’s information literacy questionnaire, which extracts parts of them that are related to innovation capability. Secondly, referring to " the outline of core competency assessment-innovation capability ", with " basic requirements and assessment work of innovation capability for China University of Mining Technology", the chapter design scientific research and innovation capability questionnaire. Then,describes the specific content of the two questionnaires. The last section is implementation of the questionnaire. The fourth chapter is statistical analysis which information literacy of postgraduate affects the scientific research and innovation capability. This chapter focuses the correlation analysis to the collected data and variables through statistical software SPSS 18.0, concludes that information awareness, information acquisition, information analysis and utilization are related to their scientific research and innovation capacity, and significant correlation; information security and ethics are not unrelated to their scientific research and innovation capability, and analyze the conclusions. The fifth chapter is that information literacy of postgraduate affects the scientific research and innovation capability. Based on Chapter Ⅳ, This chapter detailed analyzes the relationship between information literacy of postgraduate and scientific research and innovation capability:information awareness is the basis, information acquisition is the main body, information analysis and utilization is the catalyst, information security and ethics is the protection, and the chapter focus that proposes corresponding measures to cultivating information awareness, information acquisition, information analysis and utilization of postgraduate which are significantly related to their scientific research and innovation capacity.
