At present, the information literacy education for middle school students has become the focus of basic education. How is the information literacy education for middle school students? What measures should we take? The information literacy evaluation of middle school students is the key. In 2001,"Basic education curriculum reform program" in China made it clear that the information technology course was a compulsory subject in primary and secondary schools, which has achieved certain results so far, but there are also some problems , for example , some schools do not implement information literacy education according to the state regulations , information technology curriculum attaches great importance to the basic knowledge and technology, teaches computer operation and technology, it fails to fully explain the connotation of information literacy and does not meet the requirement of the information society for students. In order to develop and adapt to the information society, it need to evaluate the information literacy of middle school students, on one hand, it raises a new review of the information literacy, discusses what information literacy the students should have now and into the future, on the other hand, we can find some problems through the evaluation, which provides advice for teacher teaching and teaching reform.Based on the analysis of the literature, the study puts forward the assessment of information literacy based on the student's development and discusses the contents and methods. Then the study draws up "The information literacy evaluation index system for middle school students (first draft)",and then index selection is conducted,some indexes are revised by the Delphi method. According to the "The information literacy evaluation index system for middle school students",the study makes scale to assess the information literacy of middle school students, analyzes data and makes recommendations. At the same time, it checks up whether the index system is scientific and reasonable or not.There are five sections in this paper. The first section about introduction is the basis point, it explains the background and significance of the research, analyzes research status from content and methods of information literacy assessment, confirm the methods and ideas of this article.The second section about information literacy assessment based on the students'development is the basis for the establishment of the evaluation index system. It clarifies relevant concepts of information literacy and analyzes relevant theoretical foundation which contain" information technology curriculum standard of basic education",information technology subject core literacy and Twenty-first Century skills .This section also discusses the components and method of information literacy assessment based on the students' development.The third section is the core of this study. It states the process of establishing the information literacy evaluation index system of middle school students. First, make the frame of the evaluation index system. Second, determine the evaluation index of the system, formulate the expert evaluation form. Then take advice from university teachers and information technology teachers in primary and secondary schools with Delphi method, further improve the evaluation index system.The fourth section is empirical part. It contains two parts. One is preliminary evaluation to middle schools students from one school of Wu Han. It carries on the item analysis, reliability analysis and validity analysis by SPSS 12. And according to the analysis result, the questionnaire is modified. Another is formal evaluation to middle school students from five schools of Wu Han. The study analyses the score of each index,the overall situation of information literacy of the students in Hong Shan District, as well as the development characteristics of the students' information literacy. Finally,gives advice about the problems.The fifth section summarizes the research work of this paper at the beginning, and then indicates the insufficient which leaves to be improved and the direction for further research.
