In 2002, the National Ministry of Education promulgated the "ordinary high school library regulations (Amendment)", pointed out:"the university library should carry out the information literacy education, training the ability of information consciousness of the readers and to obtain, use of documentary information." Information retrieval course in colleges and universities have set up. play a positive role in enhancing students’information consciousness and the identification, acquisition, processing, utilization and the ability to communicate, to effectively improve the information literacy of college students in the new period, give full play to the educational function of the library. With the advent of information society, Internet technology, information technology and communication technology is developing very rapidly, the technology to meet the needs of diverse information of students, enrich the students’ learning and life, changed the existence of students thinking. However, the Internet is playing a positive role at the same time, also created a network of fraud, the network rumors and other negative information, resulting in a negative impact on the healthy development of students’body and mind. College students are important human resources to promote the development of social economy, maintain a good campus environment, promote the development of physical and mental health of college students is very important. Digital literacy education of university library to improve students’acquisition, use and create the ability of information, ensure that students can correctly treat the network public opinion and network hot news event, to strengthen the college students effectively circumvent Internet trap and risk consciousness and ability. Digital literacy education including the network information literacy, recreation literacy, super media literacy, image form literacy and social-emotional literacy, promote digital literacy level of university students and conform to the idea of quality education and the concept of lifelong learning, has a very important effect on the promotion of college students’ future development potential.The article includes six parts:The first part is the introduction, proposed research background and significance, the domestic and foreign digital literacy education research review, research methods and ideas, innovation, points out that the digital literacy education on the Internet under the environment of the information management ability training of university library to carry out the digital literacy, education background and social actual needs. The second part is the evolution of digital literacy education and university library digital literacy education services, discusses the connotation, digital literacy education origin, points out the possibility of information literacy education transit to digital literacy education, changes to the service of university library in the environment, the service of university library development trend in digital literacy oriented education. The third part from the digital service concept, librarians’knowledge structure, library propaganda ability, the application of WEB2.0 tools, and the connection between the departments, scientific research in colleges and universities, internet information under the environment of students habits of the current internal and external environment of the university library to carry out the digital literacy education is analyzed. The fourth part is the analysis of the current situation of university library digital literacy through digital literacy education investigation using methods of network research and field research in Hefei area, and the analysis of digital literacy education content, methods, frequency and scope, and found the problem, analyze the reasons, to provide a reasonable basis for countermeasures. The fifth part is the construction of digital literacy education mode of university library, puts forward the content should realize the special teaching and practice of evaluating fusion, should be a teaching way of one teacher facing to many students and a communication platform of many students facing to many students combining frequency, should be carried out regularly and feedback to strengthen the education, the scope to implement the refinement of cooperation about the library and schools, library and departments. The sixth part is the summary and prospect of university digital library, digital literacy education should be based on the original information literacy education, combined with the actual needs of the university library construction and student, develop a feature of the school education system, improve the level of digital literacy of students.Digital literacy education can effectively enhance students’ information management ability, social adaptability, workplace competitiveness and the ability of scientific research and innovation, to provide a strong guarantee for the realization of individual value and social value to the greatest extent. The university library to carry out the digital literacy education for college students, the library, university, society has a positive practical significance, can be predicted, the development space of digital literacy education of university library in the future will get clearer.
