This paper sufficiently studied the researches of information literacy at home and aboard. Based on the investigation, we put forward the development framework of college library information literacy education. Then we investigate the status quo of some typical high education libraries of Shandong Province. We analysis the achievements and problems, and come up with the total solutions.This research uses some kinds of methods such as the literature research, the investigation research, the analysis of induction to summarize the research of information literacy education at home and abroad, and studies the theory of information literacy education. Then we make a internet research and a questionnaire resurvey and review with librarian, we get the main problems and analyze the origins. Put forward the implement solution for the development of Shandong colleges'information literacy education. The paper includes five parts:Chapter 1:Point out the studying background of information literacy; the superiority and necessity of university library developing information literacy. Introduce the studying summary of information quantity at home and abroad. And rise the studying purpose, chiefly content and methods.Chapter 2: The basic study of theory of information literacy information literacy. We study the definition of information literacy, constitution of information literacy, information literacy, and the ways of information literacy education of university. We put forward the development framework of college library information literacy education. Then introduce the developing condition of education information literacy at home and abroad. At last we study the ability standard of information literacy of university education of every country.Chapter 3: Investigate the websites of thirty-five university libraries of Shandong Province, and make investigated questionnaires, and interview with librarians and students. The inquiry gives a summary of the problems in education condition of information literacy of Shandong university libraries. Chapter 4: The paper gives some countermeasures and suggestions of information literacy education to Shandong college library.Summary and forecast: the thesis hope library staff will pay attention to information literacy, confront with the reality, take some effective steps to make advantage of the function of education of library.
