With the rapid development of China’s economy, our country’s industrialization has reached an unprecedented level, and the desire for energy is growing day by day, especially the demand for oil. As the strategic material which affects the national economy, oil has always been the focus of national attention. Nevertheless, there is always a variety of safety loophole, in which disruptions may take place, and more than once oil crises in history have a great impact on world economy.It can improve the ability of withstanding risks well through increasing supply chain flexibility and robustness, but it is inadequate for the risks caused by emergencies, so it needs to build resilient supply chain which can recover under the influence of the disruption risks.In view of these, this paper tries to build oil resilent supply chain to deal with all kinds of risks in order to protect China’s oil security.By analyzing the problems on China’s oil supply chain, this paper employs option supply, path alternation, strategic inventory and distribution transfer to build resilence, and establishs models of resilient oil supply chain on the basis of the research of China oil supply network and Eastern oil supply chain network. The first model mainly takes the domestic crude oil supply network as the viewpoint, and studies the strategy selections under disruption of supply phase; The second model takes the Eastern region (especially the North China, East China and Midsouth) as the research object, and studies the case of disruptions at every stage of oil supply chain, and fully takes into account the affect of supply phase disruption on oil prices. The models use Withness simulation software to optimize strategies on the basis of data in2010, in order to provide decision-making basis for China oil security policy.
