In recent years, with the advent of global economy integration and the globalization of information and an age of knowledge economy, sci-tech journals are facing the test of time. With the deepening of cultural system reform, many sci-tech journals attached to the institutes are facing the go-to-market and self-financing situation. In the fierce competition, it appears to be the competition for audiences and market, but actually it is the competition for talented persons. Taking Chinese Journal of Power Source as an example, the reforms were deeply analyzed after the introduction of self-financing. Although the editorial department has not been completely disengaged from the management of Tianjin Institute of Power Sources, and the staffs are also from the institute, since2005, the reform of editorial department has been promoted. Up to2009, the self-financing system was really introduced to the editorial department.This paper is divided into four parts:the first part is to analyze the human resources management of sci-tech journals in China, including the basic statistics on human resources management, the issues of human resources management as well as causes of human resources management; the second part is to analyze the full process of human resources management based on the analysis of history and current status of human resources management of editorial department; the third part is to discuss the employment mechanism of the editorial department and analyze the reforms of the efficient human resources management after the reform introduction to the editorial department; the forth is to introduce the concept of organizational culture construction and deeply analyze the success of the team-building, and an deep analysis was made from a management perspective, the core competitiveness of reforms of editorial department of Chinese Journal of Power Source is pointed out.The documentation method, analytical induction and systematical analysis were adopted in this paper. First, the current status of the sci-tech journals in China were studied by documentation method; second, the whole process of human resource management before and after reform were researched by analytical induction; third, the communication and management science were used to systematically analyze the human resource management of editorial department of Chinese Journal of Power Source.After the in-depth analysis of human resources management of Chinese Journal of Power Source, the reasons of its successful reform was studied and summarized. It is concluded that the rational guidance of Tianjin Institute of Power Sources, and the culture, mentality and team spirit of the leader and staff of editorial department of Chinese Journal of Power Source are the key to success.
