With the developing of the power system, to meet the urgent needs of the market,the power-supplying companies have made great changes in the organizationalstructure, job setting, human resources configuration and so on, and the employmentplans are more and more developed toward the diversity and market-oriented way.Practice shows that the power-supplying companies play very important roles in theareas of diversification to reduce employment labor costs of enterprises, capableworkforce and improve organizational performance, etc. They provide a strongguarantee of the organization for the sustainable development of the enterprise.However, with the standardization and refinement of human resource management andthe implementation of the "three concentrated five big" of State Grid Corporation, theoriginal wild-type human resource management mode can’t meet the needs of of thecompanies now. It is the urgent solution to use the network technology to set a quickand accurate system for managing the diversity employment labors of the companies.This paper mainly analyzed the status of employed labors and the exsit problemsof Ziyang power companies now. And further more, it made the researching on thefeasibility studying of using the network to resolve the routine management of humanresources and decision supporting and got the solution. We designed a humanresources information system that was suitable for Ziyang power company. Thissystem integrated together the company human resources compensation management,organization management, personnel management, education and training,performance management, leadership and decision supporting and so on. Mean while,considering about the low proficiency in computer use of the labors in the basic unit ofthe company’s human resources managment, we just set the interface and operationas simple as possible.After the resolving of the system program, the second part of this article is thenetwork building. Because of the far distance between each basic unit of the Ziyangpower company, the human resources information in the company need to real-timeshare and synchronize. And hence the human resources information and related data are the company’s trade secrets, so it is required strict security measures for all thesedata. The system can be set up based on the company’s internal network for datatransmission. This system organized the basic information of the staffs, and establishedthe human resources database for Ziyang power company. In the companyheadquarters we set up the server to establish a unified system management center, andthe human resources business and data processing of each basic units are operatedwithin the company LAN through the server at the company headquarters.So it ensured the normativation of the company’s human resources staffs, thestandardization of the process and the unity of the data. It saved resourcesmaximumly and realized the fastest data transmission,the most data sharing. Generallysaid, it processes the business distributed, stores the data centralized, and publishedthe information online.
